In this episode from our October 2008 issue, law and order have completely broken down in Portland due to the city being underwater, but an elected official valiantly attempts to enforce an ordinance anyway — in this case, Portland’s prohibition of smoking on bar and restaurant decks and patios. Ultimately, our hero’s sage anarchist analysis wins the argument, and his gracious offer to spare the scold the unpleasant sensation of smelling tobacco smoke demonstrates that we can all just get along without the threat of fines and other state sanctions.
